State Eases Solar Restrictions

Governor Arnold Schwarzenegger has signed into law a bill authored by Berkeley Assemblywoman Nancy Skinner that will increase incentives for homeowners to put solar panels on their roofs. According to the Mercury News, the new law doubles the cap on the amount of solar power that California utilities, including PG&E, are required to buy from homeowners and businesses that generate clean energy.

Under the old law, utilities only had to purchase up to 2.5 percent of their solar power from homes and businesses. If residents and businesses produced more than that, then the utilities could simply take the energy for free. But Skinner’s bill raises the cap to 5 percent, thereby providing incentives for more people to go green.
