For example, if OPD says an event organizer has to pay $10,000 for police OT, the organizer pays the city that amount, and then OPD uses it to pay the cops for the OT they put in at the event.

Now, in addition to complaints that OPD is overstaffing these events because they don't have to justify their costs to anyone, some club owners and event organizers also complain that the cops don't actually work the whole event but are paid as if they do nonetheless.

From the standpoint of the Oakland taxpayer, I believe that club owners, or any business owner for that matter, should pony up if his/her business is causing an undue burden.
