AB 604 represents California's best chance in a long time to start making progress towards a regulated system, something that the Cole memo and the Tuesday hearings specifically have called for. Even if the regulation doesn't work, this should get CA out of the Fed's spotlight. If it does, we'll have a system that better guarantees patient safety through increased focus on quality assurance programs, and basic consumer protection. Something a number of people have missed here is that this framework also marks a significant step towards recreational use - if we can get rid of the "wild west" stigma that the CA industry holds, we are more likely to persuade the borderline voters, and less likely to invoke the ire of the feds. Although CA was the first, our current laws are obviously inadequate in defending patients from federal interference. If there is to be a future for Cannabis in this state, it will need to be governed through laws like these.
