This initiative is actually draft language that was submitted to each of the proponents of the current cannabis initiatives. It's a tax-heavy draft from our State BOE which uses Prop 19 almost word-for-word at the beginning.
As it stands now, dispensaries are at a loss under the current law at the statewide level. Sure, liberal areas are embracing medical cannabis. But for those in more conservative areas, they're looking for regulations to allay concerns of illegal cartels using dispensaries as drug fronts.
Many patients say modest regulations are the answer -- after all, most patients have been to at least one shady store in their life. I lived in LA, most of the shops there sell ditch weed at overpriced rates. You also have a gut feeling that any information related to potency is more misinformation than truth.
Allowing businesses to operate like wineries (*ahem*, $100 statewide fee for a yearly winery license) would expand legitimate business activities, cut out the bad actors, and lower the legal threats from state and local governments. Where's the problem?
