I used to live in an apartment on Cheney Ave in Oakland that was purchased by Dennis Cox, and he did the exact same thing with that building that he did with this one. The only difference is, he got away with it that time. He basically forced all of the tenants to move, or put up with the major inconveniences of power and water being shut off (often at the same time), jack hammering, and power tool noises from 8am to 8pm, Monday thru Friday, etc. etc. This went on for the better part of a year, and if the inconveniences and the noise pollution weren't enough to cause to move, he started to raise the rents ("To cover the cost of capital improvements to the building"). I was the last tenant to finally leave, only because I found a much nicer place closer to my work.
Had I thought about it when this was happening, I should have taken him to court to fight the unfair increase. (My rent was increasing from $650 to $1,200) When I happened upon this story, I couldn't believe my eyes. He actually is getting what he's had coming for a long time, because, obviously this is not an isolated incident.
