Bratton's comments speak volumes. Police are now seen by policy makers as the most legitimate regulator of public life, (almost) entirely replacing social workers and perverting the work of nurses and public health officials. His description of the method of stop (as in coerced interaction) question (as in interrogate in support of establishing criminal conduct) and frisk (as in unreasonable search) shows what happens when police motives (to establish a crime has been committed and arrest the perpetrator) are imposed on public health/social work outreach (and then adding pat-downs to the mix). How can we establish trust between residents and public officials when the goal of those officials' interactions are to discipline and punish?
