Seems weird to me that many of the same people who are so against smoking, e-cigs, etc., support homeless people defecating in public. Just saying. I'm a retired firefighter/EMT who attended lots of homeless people with chronic illness and addictions that could be helped if it were not for advocates for their being able to live in the streets.
My beef is that the "poachers" are comitting THEFT and, in some cases, TRESPASSING, even in some cases BURGLARY. I've learned that once recyclables/garbage are put out on the street, they are considered the property of the garbage company, and they do not care to prosecute. If these items were still considered the property of the owners, perhaps more could be done. Where I live, in Albany, they have a "poaching ordinance" that somewhat circumvents this - it allows property owners to make complaints about theft of recyclables when the "true owner", Waste Management, does not care. I do think that the trespassing, theft and burglary offenses should be pursued more diligently.
