Using the proceeds to repay the debt is creative & practical but has multiple layers of complexity & challenge.
1. That's not Quan's proposal. She simply wants to use 1 time money as general operating funds over 3 years.
2. Council won't approve it.
3. It's likely illegal.
4. Council won't approve it.
5. Even if legal, using Redevelopment money outside a project area for dubious, indirect public benefits only justifies the Governor's agenda.
6. Council won't approve it.
7. Restructuring the bond for the Scotlan Convention Center will be ridiculously expensive.
8. Council won't approve it.

Yes the $13 million per year payment also rings a bell. The trouble is that the way the bond is structured, the City still has to make the payments even if the structure is sold. That was a big obstacle in prior efforts to unload it.

I seem to recall that the debt on Kaiser Convention Center is enjoined with the Oakland Convention Center to the tune of $67 million.
