Lifelong Oaklander here. I have used this park when I was a child, teenager and parent. We have very few visually beautiful open green spaces for Oakland flatlands. This area of Grand/Lakeshore/MacArthur has been featured in movies, commercials, etc. It is a spot to sunbathe, toss a frisbee, after work soccor game. It is NOT an ideal space for a dog park. A library that mostly children frequent, children's playground, elementary school across the street, bus stops on all three sides, visually ugly, only maintained by voluteers + inconsistant = smelly. The "nanny park" at Lakeshore & Mandana is a better choice. As a tot park, it is lousy, but dog run would be good. Another is a median green space w/ bathroom near Cleveland & Lakeshore. Take out some of the parking meters under the MacArthur Freeway and make a park there.
