This sounds like a well thought out project with the exception of Whole Foods. There is a better more affordable alternative in WinCo Foods. This is an employee owned store that would be a better fit for the area than an expensive corporate food chain. Albany should check out this alternative. The two closest stores are in Vacaville and Pittsburg; check them out.
Whole Foods can go to the Safeway location on Moeser when Safeway closes that store. A Whole Foods store is bound to be infinitely better than what the El Cerrito planners have as a part of their "smart growth" jihad, infinitely better.
2. A poll by Next 10 about cap n trade is worth about as much as a poll on legalizing marijuana from the pro marijuana lobby.
The only ones that will benefit from cap n trade are Goldman Sachs and the other parasites on Wall Street.
Besides, it is looking more like we are moving into a little ice age for the next 40-50 years rather than experiencing global warming.
Unfortunately, Jay is about 120 years late in complaining about the "rights" of corporations. The Supreme Court declared corporations to be "persons" with all the rights of a human being in 1886. http://www.ratical.org/corporations/SCvSPR1886.html (strange url but it was the first google hit).
By fighting against "human rights for corporations" we may be able to get a constitutional amendment to provide rights to humans that can be hooked up to a heart/lung monitor. A large portion of the problems and corruption in the US flow from corporations being treated as humans - buying elections and politicians, right to pollute, control what we read because they have free speech, etc etc.
This is one of the most important battles to fight in the 21st century. Hopefully, the Europeans will kick Intel in the teeth to begin the fight.
