FYI - the Alameda County Registrar of Voters updated all non-RCV results last night, including the total number of ballots cast.
The bulk of the ballots that have been counted since Election Day were absentees dropped off at polling places and not provisional ballots. The idea of permanent absentees coupled with dropping them off at the polls is not at all common amongst states. Our provisional ballot rules are designed to make sure that glitches on the registrar's side or simple mistakes by voters don't disenfranchise voters. There are several ways the system can be changed, but all would involve reducing flexibility of voting and thus make it harder for some people to vote. The long counting period is the price we pay for making voting as convenient as possible for voters to increase ballot access. And clearly RCV eliminates a lengthy run-off process at the expense of a quick result as well.
In addition to absentee ballots dropped off at the polls, provisional ballots are counted later. It is surprising how many of those are cast every election.
