Only lately have I really become aware that poor latinos and poor whites have been left behind in the struggle to house low-income communities of color in the Bay Area. Time To Look At The East Bay's Nonprofit Housing Organizations May 28, 2007 Perhaps It's Time For The East Bay Express To Do An Indepth Report On The So-Called East Bay's Nonprofit Affordable Housing Programs! You think the Berkeley Housing Authority has a few problems? What about the nonprofit housing organizations in the East Bay? Among other things, in part through the years, the Berkeley Housing Authority got into trouble with Housing and Urban Development (HUD), for not being able to maintain it's waiting list for their housing programs. Nonprofit housing organizations are also subsidized by local and federal tax dollars, including grants and donations, but theres very little scrutiny regarding many of their activities. In the East Bay, the nonprofit housing organizations are competing with the Bay Area's public housing programs, but many of the nonprofit organizations also have waiting lists that are wide open to abuse, and the poorest of the poor face homelessness and outright discrimination because of minimum income requirements needed to get into the nonprofit's low-income housing! Theres little to no over sight as to how some nonprofits' manage the waiting lists in their buildings, or maintain the demographics or racial makeup of their buildings, including the resident manager requirements that require a live-in resident manager for residential buildings with 16 units or more. Theres so much going on thats wide open to abuse. In the East Bay, some waiting lists of the nonprofit housing orgs' are so open to abuse, that a manager in some of their residential buildings can fill the buildings up with their friends and relatives, and there is no oversight to keep track of what is going on, or to stop the corruption thats taking place. Institutional Racism In Nonprofit Housing Organizations? Some nonprofits proudly point out that they focus their efforts/resources on Asian Communities or diverse low-income communities in the Bay Area. As an example, one of Oakland's largest nonprofit housing organizations is called the East Bay Asian Local Development Corporation (EBALDC). One of EBALDC's older documents has a graph (pie chart) to show the demographics in their buildings. It proudly shows that whites and latinos each, only make up 5% of the tenancies in all of their properties. Little to nothing has changed in EBALDC's properties since that demographic chart was released. One can only wonder, where do poor whites and latinos go in the East Bay when they need housing, in a world of nonprofits that brag about filling their buildings up with non whites, or non latinos? Keep in mind that these nonprofit properties are being funded by local and federal subsidies... Some of these local nonprofit housing organizations have been involved in Hope Vl projects that end up displacing whole communities of low-income renters, for higher income renters in so-called mixed use developments! I hate to see a nonprofit brag about helping the poor, when in reality they are actually displacing the poor from Oakland's low-income communities by way of a Hope Vl project! I have spoken out about the corruption taking place in these nonprofit housing organizations for years, and will continue to do so until there is proper oversight going on in these programs. After I did all the research to dig up the very significant March 20, 2007, BHA Information Report mentioned above, and made the effort to bring it out into the open, the so-called journalists at the East Bay Express decided to run with it as fast as they could. It's not the first time that the East Bay Express has exploited the research that I have done through the years, and when all things are considered, I'm not surprised. February 17, 2007 Oakland, CA - On February 15, during a bizarre Press Conference, Oakland City Officials announced the filing of a lawsuit against the Oakland Housing Authority, accusing the authority of being a slumlord. While doing so they publicly portrayed Oakland's public housing tenants as drug dealers, prostitutes and gang members who need to be run out of their housing. Oakland Officials have once again tarnished themselves as prejudiced bigots, who love to demonize the poor in the name of promoting decent housing! Profile Of Oakland's Public Housing Tenants (Public Housing Tenants Are Screened For Criminal Activity & Subject To One Strike Policy) According to HUD's Resident Characteristic Report for Oakland public housing tenants as of January 31, 2007. Average income of Oakland's public housing family is $15,557 per year, and 41% are wage earners. It also says, 44% are families with children. Another 51% are disabled or pensioners. Theres no mention that any of them are drug dealers, gang members or prostitutes, as City Officials are claiming without offering any evidence to back up their outrageous statements. Theres no place in Oakland for the hatred being expressed against the poor, elderly and disabled, and City Officials shame us all with such comments! HUD Budget Cuts Are At Root Of Problem (Stop non profits who demand a minimum annual income from grabbing our public housing) Since April 2004, the Bush Administration has cut hundreds of millions of dollars from public housing, and housing for the disabled and elderly. Oakland's lawsuit does not offer more assistance to repair or replace Oakland's older public housing units, but instead makes impossible demands that will only force low-income renters out of Oakland, and force the authority to sell off it's properties to the so-called non profit housing organizations. As an example, a search of the website for Berkeley's Affordable Housing Associates, reveals that they demand a minimum annual income of $8,400 for an individual to reside in their properties, unless they receive SSI or Social Security payments. Many in the Cal Works program or General Assistance, do not have an income high enough to meet the minimum income requirements of the non profits, and remain homeless as a result. In addition, public housing has a small number of residents who have no income at all, and these renters face the risk of losing their housing when non profit housing organizations take over public housing sites that Housing Authorities are forced to sell off because federal of budget cuts. Contact City Officials Tell Oakland's Mayor and City Council members that they need to fully fund Oakland's public housing program, so Oakland's children, elderly and disabled community can live in safe low-income housing. Oakland officials must stop blaming the poor for the lack of funding in public housing. Save Oakland's public housing from being sold off to so-called non profit housing organizations!
