It seems your reporter cannot read. He states, "The proposed law states that it is an excise tax on any business that sells sugar-sweetened beverages." No, the first distributor in Oakland pays the tax. From the law: "The Tax shall be paid upon the first nonexempt Distribution of a SugarSweetened Beverage product in the City. To the extent that there is a chain of Distribution within Oakland involving more than one Distributor. the tax shall be levied on the first Distributor subject to the jurisdiction of the City."

In practical terms, there are two points where the tax becomes a grocery tax. First, the distributor can raise the price on anything he sells - milk, for example - to recover the cost of the tax. Second, the retail grocer can raise the price on anything he sells - milk and diapers, for example - to recover the costs passed on to him. Two studies of the Berkeley tax found that about half the 32 cents per quart was passed on in soda prices. We don't know where the other half came from.

Tax the things that the poor buy most -- it did not work on cigarettes. What worked were restrictions on tobacco advertising, public education, and such cultural changes as taking the glamor of cigarettes out of movies. But Anne Campbell Washington does not care about that. She wants to increase City revenues.

I agree Albany City Council's policy of first providing no support for their unhoused population and sending them to the Bulb was bad policy. Even worse policy was spending several hundred thousand dollars to make them move, and stayaway, to create yet another sterile waterfront dog and people walking park. This has only contributed to the concentration of homeless camps in neighboring cities, like Oakland and the need for CalTrans to clear out people, their possessions and tbeir waste.

A win-win for all residents housed and unhoused would be to create a stable, self governing "Dignity Village" where basic water, sanitation, hygiene and garbage collection are provided. This would allow houseless residents to meet their own basic needs, and prevent the "filth" that others have referred to, at lower cost to taxpayers than current sums. Criminalizing and vilifying houselessness is the most costly and ineffective solution. Whereas, providing the basics to keep a stable encampment clean and safe (including jobs for houseless residents not CalTrans workers) seems like a solution for many of the currently unhoused and the surrounding housed neighbors.

A quick look will tell you that it is a mobile GSM network and installed GSM network.

First thing is the cellphone don’t transmit a signal, containing information about its location it is done through signal triangulation.

Last year, about 12.4 million, or 63%, of California's cellphone calls to 911 didn't share location. Among the worst places: Silicon Valley. In December 2012, precise location was shared in 10%-37% of the area's emergency calls, depending on the wireless carrier.

In Colorado, 58% of the 5.8 million cellphone-to-911 calls last year transmitted coordinates, according to data obtained from the Colorado 911 Resource Center.

In Texas, two-thirds of cellphone calls in a sample of calls from major cities – including Austin and Houston – reached 911 without an instant fix on location from 2010 through 2013.

In the Virginia suburbs outside Washington, Fairfax County reported 25% of cellphone calls included precise location data in 2014, and Loudoun County said 29% of mobile calls did over the last six months of 2014.”

When 911 tries do a location fix, through signal triangulation, and it doesn’t fit the caller’s description of where he or she is, chances are big (100%) that it is a base station (Rough Cell Tower).
The rough cell tower pretends to be a official Cell tower to the cell phone and to the tower it pretends to be a Cell Phone.
so if and when 911 tries to make a fix on location, based on radio signal, it is a fix on the rough cell tower it is because it to the official cell tower send the phone data, (Misdirected emergency services) and when a huge part of the unofficial GSM network (rough cell towers) is mobile, in cars, bags etc., then the signal is jumping. (No fix on cell phone)
The 911 databases for the cell phone fix, all holds a clue to Rouge base stations.

911 location fix on the ip is also a problem, mentioned in the article.
Doing a location on the IP can also be a problem,
Pleas look at drawing of the hack the ip can be in a be anywhere, would also cause Misdirected emergency services.
Here is a strange one, the iplocation algorithm looks through different network hops, google get the location right every time, but Bing locates the rough base station.
Google and Bing also have databases that can help discover the true picture of the problem.

In Colorado 0,01% of the 58% 5.8 mio cellphone-to-911 could be a death caused by the time lost in miss directed help etc.
Just those 0.01% is a possible genocide
The reason is it is done by hacking phones, it is done intentionally.

It is more likely 0,1 making it 330 people a year for one state.

• In 2014, an estimated 15,780 children and adolescents ages 0 to 19 were diagnosed with cancer and 1,960 died of the disease.
Another thing about RF microwave radiation is that it causes DNA changes, and it is not positive thing, health problems and early death.

Then there is cancer deaths and much more.

People are looking for answers about the calls from the air planes that hit the world trade center.
There is Rough gsm base stations in the plains, transmitting the signal to the ground at higher levels than a cell phone can do. A clue to this is in the databases. you will find GSM base stations on the air plane strips.

I am wondering why no one, is puzzled about,
Why is it possible to hear fragments of conversations
in a ordinary GSM scanner and the channel jumping is uneven
It is because of the Hack Mitm, umts (GSM) It is that hack that is picked up by the ordinary GSM scanner
There is no encryption on the hack
All official GSM stations encrypt data and voice
It should not be possible to hear anything because of the encryptions
All you hear in an ordinary GSM scanner is Hacking

The issue here isn't police racism, it's why we live in society that promotes lawlessness, promotes violence, and doesn't give a helping hand to raise people out of lives of crime and violence.

That the owners are either born in west oakland or long term past oakland residents eases the blow of this existing. As a Black 20+ year resident of Oakland, driving past this store makes me sad. it's gentrification at its best. The city has little to no youth development in that area and a school with a long history that Oakland Unified School District is doing its best to destroy and dismantle. I want to wish them the best and most of me does but in these times, its addition to the neighborhood makes me want to scream! Now that from out-of-state white googlers and the like are driving Black folks out of west oakland there's a deli. Just great. Yay!!!

Added to that is $198 parcel tax Measure G and $120 parcel tax Measure N. Total depends on County's assessed value of your Oakland property. Since currently parcel tax total I'm paying is $318, total OUSD tax bill for just parcel tax will total $438 not $500.

Mr. Davidzon that fact that you fear for your life every time you walk out your door is not a police issue it is a society issue. When society decides that enough is enough they will rise up against the criminal element and in conjunction with police efforts make neighborhoods safe again. To sit here and say that you would be ok with more police officer deaths so the criminal element will be better protected is ludicrous. When the police do something wrong they must be held accountable, no doubt, but when a citizen does something wrong, they need to be held accountable as well. The tax payers hired Police Officers to do a job they can't or won't do. When they do the job hired to do, which, at times can be violent, the tax payers don't want to support them, because it is not he politically correct thing to do. Mr. Davidzon, I am sorry that you feel threatened by police pressence, however, I am willing to bet that if you don't do anything wrong, you won't have to worry about being stopped.
