@Vincent, Oakland's rent control specifies you can only raise the rent once per year per the CPI. For any additional rent increases, as of Feb 2017, you are required to petition the rental board for add' increases, with a max of 30% rent increase (this is also based on the cost of the improvement amortized over its useful life).
Tenants have the option not to relocate or decline a landlords request to improve a unit. Tenants cannot not allow a landlord into the unit to perform necessary repairs. But if a tenant obtains a restraining order against the landlord then the landlord's hands are tied.
So if a tenant is in a 1 bedroom Lake Merritt apartment for $625/month and you'd like to replace the windows of the unit, how long will it take to pay off windows which may cost $9,000 for that unit? Don't forget the windows will need to amoritized over a period of possibly 20 years.

What is happening to small businesses all over the Bay Area is truly deplorable, immoral, unconscionable, and harmful to the quality of life of the neighborhoods these essential businesses serve. It is most regrettable that businesses have no rights in California beyond their initial lease. In the 60's, the City of Berkeley, in an heroic attempt, enacted commercial rent control to "save" a popular College Ave pharmacy/coffeeshop. The state stepped in and voided Berkeley's action proclaiming that commercial rent control is "preempted" by State law. This horrible situation will not change until small commercial owners come together, organize, and bring mass pressure on the legislature to change the existing law.

Over and over again, it is the same old story. The City of Oakland illustrates it's incompetence and a determination to go to great lengths to deal with shady characters. Jabari Herbert is a decent guy, but has been around about 20 years, always promising development deals with the City of Oakland, but never putting anything in the ground. His only role appears to be as a middle man using his relationships and the process to maintain a permanent income source. Again, Council member McElheney appears to have no ethical boundaries. Her apparent relationship with Kim, a man previously convicted of insider trading and other questionable financial deals is shameful. This time folks, while she focused on interceding in a questionable real estate deal with Kim and her friends, people who lived in his substandard and knowingly dangerous property died. When will this madness stop?
This is the right step. It's the high time the authorities changed the laws relating to cannabis to reflect the wishes of many well-informed citizens.
Many people are already using cannabis to ease a wide variety of symptoms and conditions.

Yes, thank you, Darwin. Once again, documents reveal totally corrupt City of Oakland officials 1) enriching private citizens at public expense, and 2) aiding and abetting the operation of a large apartment building without legally required fire safety equipment, leading to 4 deaths.

Residents of the nearby 40th street neighborhood as well as the larger community have concerns regarding noise, parking, traffic and the impact on the neighborhood--particularly having a corporate giant in what is now a thriving small business hub at 40th and Broadway.

I don't care if GE wants to tear down the building. Make them clean up their mess. Keep them in court until they do. People should be able to be safe anywhere on the property, after GE is gone. A concrete cap is GE's way of disparaging Oakland and leaving pollution to float through the aquafer. GE's final "screw you!"
Hey Rich, what imaginary world are you living in? ICE just shot and killed a man in Chicago the other day. There are numerous reports of ICE enforcing Dump's inane and ridiculous command. Why not do something called an internet search? And why shouldn't citizens or sensible politicians bash the current regime? Dump and his swamp creatures are the source of some of the most disgusting and assbackwards policy changes in US history.
Most beer drinkers in the Bay Area will support a locally owned shop rather than some nasty corporate conglomerate. Of course the ex-frat and sorority newcomer/carperbaggers will flock to it like they flock to Chipotle over real Mexican food. They can have it. This just means less obnoxious behavior in beer pubs for the rest of us. Feel sorry for the neighbors. As we know the City of Oakland doesn't give a sh*t about people who live here, only about $$$ for their political campaigns and their real estate cronies like slumlord scumbag Keith Kim.
