First thing is the cellphone don’t transmit a signal, containing information about its location it is done through signal triangulation.
“The technology of locating is based on measuring power levels and antenna patterns and uses the concept that a powered mobile phone always communicates wirelessly with one of the closest base stations (Cell tower), so knowledge of the location of the base station implies the cell phone is nearby.
Advanced systems determine the sector in which the mobile phone is located and roughly estimate also the distance to the base station. Further approximation can be done by interpolating signals between adjacent antenna towers. Qualified services may achieve a precision of down to 50 meters in urban areas where mobile traffic and density of antenna towers (base stations) is sufficiently high. When 911 tries do a location fix, through signal triangulation, and it doesn’t fit the caller’s description of where he or she is, chances are big (100%) that it is a base station (Rough Cell Tower).
The rough cell tower pretends to be a official Cell tower to the cell phone and to the tower it pretends to be a Cell Phone.
so if and when 911 tries to make a fix on location, based on radio signal, it is a fix on the rough cell tower it is because it to the official cell tower send the phone data, (Misdirected emergency services) and when a huge part of the unofficial GSM network (rough cell towers) is mobile, in cars, bags etc., then the signal is jumping. (No fix on cell phone)
The 911 databases for the cell phone fix, all holds a clue to Rouge base stations.
911 location fix on the ip is also a problem, mentioned in the article.

That the owners are either born in west oakland or long term past oakland residents eases the blow of this existing. As a Black 20+ year resident of Oakland, driving past this store makes me sad. it's gentrification at its best. The city has little to no youth development in that area and a school with a long history that Oakland Unified School District is doing its best to destroy and dismantle. I want to wish them the best and most of me does but in these times, its addition to the neighborhood makes me want to scream! Okay folks, let me bring you ALL up to speed in these matters! If I told you that 99% of all the entities currently operating marijuana businesses in California are illegal for-profit corporations known as "dispensaries" holding themselves out to be lawful "collectives" or "cooperatives" you'd probably be shocked. The PHI study did not confirm a total pass through of the tax to consumers. What it did show is that some retailers were passing through the tax to consumers, to greater or lesser degrees, and some were not. The small grocers were generally not. I watched a consumer grab a $1.79 16 oz soda from a refrigerator at a cash register and buy it without asking or caring about the price, which was higher than the food they were buying. If consumers who will be impacted are not price sensitive, the tax is irrelevant.
The people against soda need to work on having a substitute that is acceptable by consumers. Otherwise, they will just be paying more...and will buy cheaper, less good food.

And with regard to the article you cite, that was an opinion piece written shortly after the Berkeley law passed. The only statistics that the author relies on are his own price-point comparison of two stores in Berkeley to two stores in Concord--that is not sound statistics.
It is the proponents of this tax that are being deceptive, not the beverage industry. Read the measure. Really. Read it. The actual tax must be paid by the beverage distributors - i.e. the grocers. The grocers do NOT need to increase the cost of sodas by a single penny, and if you look at how Berkeley's tax worked, apparently the cost of soda did not go up by one penny. http://www.mercurynews.com/health/ci_28170…
What actually happens is that most grocers decide to absorb the cost themselves, or distribute to consumers by upping the cost of all groceries. So it IS a grocery tax. And the money gets dumped into the general fund with no requirement that the money be spent on any health programs.
