Honestly I think Prop 19 was a poorly written piece of excrement that gave local governments way too much control. We don't need local politicians piling on exorbitant taxes that would drive the price back into the black market range or banning sales altogether. The whole reason medical marijuana is such a mess right now is because the state allows the counties and cities to set their own rules rather than impose a statewide code. Any initiative that allows individual municipalities to draft their own rules will always end up with the peoples will being subverted. Look at the numbers, WE THE PEOPLE want legalization, regulation, and taxation. The few, those dinosaurs that hold office, are overwhelmingly against us and will openly defy us the first chance they get. They are and have always been opposed to reform and will no doubt take their prejudices to the grave. The closer we get to our goals the more they spew 1930's Reefer Madness propaganda and hope we'll still swallow it. If we won't keep cannabis illegal they'll do it for us. I'm actually glad prop 19 failed, it was a bad law. We can do much better than that. We must have one set of rules for the entire state, protect users from unreasonable drug testing for a legal substance that they indulge in at home in their off duty hours, and protect us from our own LE by banning them from aiding the feds.
Gee, those 5x5 grows authorized by Prop 19 that no city or county could have banned are looking pretty good now, eh?
There's a simple solution to all of this. Currently being circulated is The California Cannabis Hemp Initiative 2014 (http://tinyurl.com/lzmxzw9) which has until Feb 24 to gather 504,760 signatures. This is the "Jack Herrer Initiative" for those of you familiar with it. It REQUIRES that "Sufficient community outlets be licensed to provide reasonable commercial access to people of legal age, so as to discourage and prevent the misuse of, and illicit traffic in, such products". The law would also limit cannabis drug screening for employment and insurance purposes, disallow any and all state, county, and city law enforcement from aiding the feds in any way, and establish a review of all persons convicted of non-violent cannabis crimes.
It's time to spell out in no uncertain terms that sales and cultivation WILL be allowed and that it is the law of the land. We need to take away the ability of local drug warriors to arbitrarily pass laws that are in direct opposition of the peoples will. This initiative can do exactly that. I know that 2014 is an off election year with historically low voter turn out but if everyone in favor of this bill were to take a few minutes out of their day to cast their ballot it would pass. So PLEASE people, get out the vote!
I've been strenuously tracking all cultivation ordinances, pending and current, and I don't know of any jurisdictions that are currently considering a total ban, including Fresno. They did ask (before this decision) for a legal ruling on making anything more than one plant illegal. It is possible they will consider a total ban in the wake of this decision, even though Fresno isn't in the 3rd district (which encompasses Alpine, Amador, Butte, Calaveras, Colusa, El Dorado, Glenn, Lassen, Modoc, Mono, Nevada, Placer, Plumas, Sacramento, San Joaquin, Shasta, Sierra, Siskiyou, Sutter, Tehama, Trinity, Yolo and Yuba).
Apart from Live Oak, Tracy is the only other jurisdiction I am aware of with a total cultivation ban (they snuck it in with 2012 their dispensary ban, Section 10.08.3196). The city of Selma repealed its ban on cultivation this year, allowing only registered indoor grows. Sacramento County passed an ordinance in 2011 zoning out anything federally illegal; police took out patient gardens this year citing a “new law.”

The percentage of THC means very little. It's mg of THC that count. Marinol dosage is 2.5-20mg/day for simple appetite stimulation and 5-90mg/day for chemotherapy applications. A gram of medical grade cannabis that is 20% THC (very few strains, and only grown under great conditions) will yield 20mg of THC.
However, that's a very small part of the picture. Cannabinoids like CBD, CBN, CBG, THCV, and many others contribute to the "high" or "stone" of any given strain. This translates directly to the medical benefits of that strain. Some strains give you the munchies more than others, for example. Some strains make people paranoid; those would not be good for someone with PTSD. If this sounds complicated, it gets even more so when we bring terpenes into the picture.
This research would have all been done 30 years ago or more, but my Government (yeah, that's a BIG G) has brainwashed the masses for so long into believing that this gift from the Gods was somehow a "devil weed" that they seem unable to give up on the lie. After all, taking me and putting me in a cage for peacefully smoking a plant gives jobs to judges, police, and prison guards, and we can't take away jobs... unless your job is ganja farmer.
This is not surprising. The endocannabinoid system (ECS) helps regulating nearly every system and major function of the body. It is your body's maintenance system. Even if we ignore the majority of its roles, and only focus on the issue of cancer, we would still have over 100 studies from roughly 20 different countries showing that ECS manipulation can kill cancer. Yet we hamstring research, preventing it from accelerating, because we're too stuck on the fact that the best source of cannabinoids comes from a contraband plant.

The Feds need to be removed from the affairs of the States. Without the States, the Fed has zero... DC and Guam. I don't recall anything giving the Feds power over the States. The voters have spoken, over and over. The Feds remain DEAF. Perhaps we ought to consider replacing the central government with a model that includes representation. The current Federal government is clearly beyond repair. Build a replacement.

it's not going to happen in 2014. Wish it could. But the recruitment team has been lackadaisical at best and there have been few volunteers (which are supposed to comprise the whole effort for this initiative). The prospects for signature allocation are slim as fewer people vote between elections, the highest majority consisting of dedicated senior voters who are less likely to be in favor.
