The racial and social injustice folks are the people making and enforcing the laws! We've all heard the saying "guns don't kill people, it's the people using guns"! Well this scenario is NO different, lawmakers made marijuana laws many years ago based on racist and corporate interest. To keep Mexican immigrants from coming to America, to keep African Americans and long haired white hippies down and from thinking freely. To keep hemp and cannabis from competing with oil, plastic, timber and big Pharma and agriculture businesses. So to turn around and blame the exact same entities that create and enforce the laws by voting in an even more racist and social biased new one (Prop. 64) is ludicrous and completely insane. As long as the same people (government & enforcement) are behind the new gun (law) pulling the same trigger then social and racial injustice will continue to be a predominant part of our society. Don't let them fool you with false rederrick and lies, the only way we can change the outcome is to either take away the gun (NO 64) and replace (vote out) the itchy trigger finger people behind the gun! Just wait and see the courtrooms and jail cells fill with more and more people (black, white & Latino, etc) when "drugged driving charges" and 18-20 year olds "possession of use" cases become the systems new cannabis cash cow! Gary Patton, It's easy to judge from an outsiders perspective and have irrational anger. You make it sound like the city spent 2 years tirelessly on this case. I imagine it was only a few hours worth of work spread over a two year time frame. Cool your jets, relax, have a beer, dont have a heart attack.

Oakland's "community" has long had a very good idea of what's needed in terms of police reform including what a new chief needs to do.

The current "outreach" effort is pure PR. City hall should know perfectly well what's needed in Oakland. Oakland's diverse communities have been speaking very directly and loudly to city hall for well over a decade about ethical policing, reducing crime in heavy crime areas, more jobs for the poor, getting away from the madness of the war on drugs, justice system reform and on and on.

The deaf ears in city hall continue. And the incompetence regarding a better future for Oakland's current citizenry will continue.

That last line is the the crux of it all: If the city cannot get money from you, they don't care what you do. But they will pinch every penny from whomever they can. I deal with the city everyday for my work and the incompetency, phantom charges and outdated infrastructure is a true reflection of who's at the helm. No one cares except when it comes to their pensions.

If I recall from the original report, the new fence made walking along that area more restricted as it encroached more on the public right of way. So, while some former city employees like to slam the civil servants this is not a solid case.

Why would anyone take it upon themselves to just build a fence on city property?? It really is not that difficult to contact one's council person for more information about issues like this.

Oakland has rational rules about building private structures or fences within a certain distance of creeks as part of its Creek Protection Ordinance. Since that ordinance was never referenced in this story, I don't know how to assess what happened on this process. But I suspect it was not as irrational from the city's side as it is made out to be.

Poor Mr Harkinson, caught in the web of idiots at the City of Oakland. Two years of staff time, multiple departments in conflict with each other and at the end of the day, no path provided to a solution. Nobody has the balls or intelligence to make the right decision, so the public just gets passed off between departments. The bottom line concern for the City should have been to make sure that the situation is safe for the public and nobody falls into the creek. That was Mr Harkinsons concern and why he replaced the fence in the first place. Instead, the City is stuck in confusion about permits, revenue and liability. First of all, a 3 foot, split rail fence does not require a building permit. But it does require an encroachment permit because it is in the public right of way. Instead of the City being concerned about the long term deep pocket liability of somebody being seriously injured or dead from falling into the creek and filing a major lawsuit, they focus on the liability of the fence itself. The simple solution was for the city to replace the fence themselves and find the money somewhere in the creek improvement budget. Or allow Mr Hutchinson's fence to be considered as a replacement of the previous fence that had no permits. At the end of the day, the public interest is not in the permits, it is in the safety along this portion of the creek. Two years wasted on something this simple and at least that long and no decision on a simple bust stop relocation at 30th and Telegraph. These idiots are not capable of walking and chewing gum at the same time. Things that happen in most cities as routine items are a big deal in Oakland because the multi layered management staff is incompetent and there is no leadership. How many other simple things around town are not being resolved. Does anybody down there see the illegal dumping and potholes? I guess if you cannot charge anybody fees for permits, it's not that important.

A little context might be helpful. KJ was instrumental in getting a quarter-billion dollar subsidy for the NBA Kings to stay in Sacramento. The City gets the stadium, so no property tax revenue, and absolutely no control over the Kings, so in spite of a $9 million hole in the City's budget, it has no leverage if the Kings decide to extort *another* stadium from the City (this new one is the second such act of extortion).

JFYI, professional sports has an anti-trust exemption, so it can charge monopoly rents. Heck, Al Davis has extorted financial concessions from both Oakland and Anaheim for the Raiders.

Most hilarious of all are the commenters calling KJ "liberal" -- you know, sympathetic to working people. This entire scheme is an enormous gift to the plutocrats who own the Kings. Forbes reports that since the stadium's approval, the Kings are worth roughly double what Vivek Ranadive and his merry band of plutocrats (over)paid for them!

Not enough? David Cay Johnston reports that 75% of George W. Bush's net worth comes from a stadium deal in Arlington TX. Yep, KJ is liberal all right...and I'm the queen of England!

One more bit of business: The entire Sacramento oligarchy (from news media to elected officials) conspired to suppress an initiative requiring a popular vote about this stadium deal. The stadium would almost certainly have lost, too.

So... Pie in the face? I say KJ is luck it wasn't a guillotine.
