Chief Brown and his friend Andre are trying to cover up their tracks you don't defend a fellow officer who was found on wrongdoing therefore he is not an officer because officers defend and protect the people not sabotage destroy black male and try to cover up what has been done by the police.

As well as keep her from testifying against any fellow officer involved in her case she is no longer able to attend any court dates out into the Bay Area because she is in Florida why do you think they did that to her to keep her from testifying

The Richmond police officer hits Celeste guap to Florida to cover up the investigation going on behind the scenes in the Bay Area Celeste guap was not known to be on drugs before she was sent to Florida how it is she on drugs now AKA heroin they didn't mention that in the news when her case was being mentioned in the Bay Area so why did they pay for her to go to Florida and she wasn't even charged for any case out here why would they arrest her in Florida at a drug rehabilitation center and then keep her on a $300,000 bill you know why the Richmond police do not want her to get out to jeopardize the case that they are pretending to investigate on themselves no one else is investigating them they are investigating their selves just like every other department of the bay area of the fellow Sheriff's departments are doing they would investigate themselves no one else.

This is a complete fail by the Richmond Police Department, Chief Allwyn Brown, City Manager and Mayor!!! This was Chief Brown's idea with the approval of the City Manager! Sgt. Stonebraker was forced by the administration on two occasions pick up Guap and try to get her in rehab!

Chief Brown is lost and is just trying to take care of his buddy Lt. Andre Hill who is caught up with having sex with Guap. Also if "someone" was to dig deep enough I'm more than sure Chief Brown's own scandalous behavior would come to light.

Sending her to Florida is not going to make this go away....but Chief Brown is doing everything he can to try and make this go away before he has to discipline his friend and his own poor choices come to light!!

Smells like a case of witness tampering and victim blaming. Under what statute was Guap forced to enter rehab? Had she been found guilty of a crime? Why was it deemed appropriate to ship her across country to a facility in Florida, and of course, who is paying for her 'treatment'? Richmond PD's pious 'we can't comment on anyone's rehab' statement is another example of how 'law enforcement' hide their crimes behind a veil of privacy concerns.

While the Express writers try to spin uncertainty, other media present hard reporting about Guap in Florida. *** Whether you have sympathy or not for this woman, anything she says clearly has no credibility. Shame on those who use this case for their attacks on Oakland police and their careerist campaign for "oversight" positions at taxpayer expense.

Darwin, PLEASE edit this poorly-written, hastily-posted report. It is very confusing. You don't even directly say -- so we are left to deduce after struggling to parse your poor prose -- that Guap is accused of attacking SOMEONE AT THE FACILITY! And what role in this does "the employee who wouldn't give his name" play?? Assuming that is not the previously referenced Director. And the paragraph beginning "Price said..." is an ungrammatical, non-sensical nightmare.

I have been reading the East Bay Express weekly since the 1980's and I am sorry to say that over the years it has become an often poorly-written, terribly-edited rag that prioritizes investigation and "you read it here first" claims over literate journalism. Even the National Enquirer is better edited.

Not to mention that you usually have little interest in any other East Bay city besides Oakland, unless, like now, there is an Oakland tie.

No, we've paid enough money - use what we've already given you to maintain the infrastructure. Use the higher property taxes, the money you get from denser housing and secondary units, the developer penalty for affordable housing, the taxes from the influx of business to do the work. Stop unethical use of funds such as Abel Guillen and Lynette McElhaney for sports events, and put this to public use. This current council is a disgrace, and I will not give you more money to waste and line your pockets. Do the job you were elected to do, or get out and let people that have a clue run our city.

One has to wonder why any intelligent person would think that burning incense would purify the air. The article on the other hand only dealt with stick/cone/coil incense---what about resins? What are in resin incenses?

It'd be nice if we could get beyond this RedState BlueState---if you say nice things about A you must be against B mentality. Why doesn't incense get any scrutiny? I burn a lot of it (with open windows, unless I'm going out and want to stink up the place for the even better---after burn olfactory experience) so it really would be nice to know what's in it.

What would organic mean, in incense? If an organically produced compound produced benzene, say... I've found that some resins seem to be full of water---they put out the charcoal before they've even started burning---and of course, you're burning charcoal indoors...

Is my incense going to kill me before the wine does? Or will I be coughing up blood on a respirator as I die of liver cancer?

Would somebody please get me a glass of wine, I mean, I'm dying so what do you care---and please, light some incense---your perfume is making me nauseous.

O.Malley is a loser with perception of her incompetence being extremely high. Time to file charges and get off her duff or give it to State AG for prosecution. Damn shame that some bad apples tarnish all OPD officers and the DA is in another world as it drags its feet.

The way they threw Sgt Gantt under the bus is another example of how dirty they are. Gantt has always been a outstanding cop who served the city well. Other officers/investigators just abhor the way he gets his cases solved and is so often in the spotlight as a result. I'm really surprised they haven't tried other things in an attempt to bring him down, professionally or physically.
Most of the cops at OPD can not be trusted and you have to be extra careful about who you communicate with in leadership as well. Speak up against certain cops involved in wrongdoing and those cops will be tipped off while you now have to watch YOUR back from suspects on the street as well as other officers. Whent's departure was long over due and had those rookies been around a bit longer they would've been protected and possibly saved by the blue code.
I along with many others in and outside OPD will not be surprised when there are no charges filed in the Guap case. By the way, O'Brien's suicide was prompted by the guilt of his wife's death as well as his relationship with Guap. Regardless of what the DA says, remember, OPD was at the scene first (take that several ways). He killed his wife and a certain detective was on the verge of getting him to break or confess util he was swiftly pulled off the case

OPD has always been terrible when it came to covering up for officers.
While I was there, I gave statements against 2 officers whom I witnessed beating a handcuffed suspect....with their batons. For the next few weeks dispatch had to assign units to back me on calls during certain shifts. Dirty cops backed by dirty administration. Leaving OPD was one of the best moves I've made for my career, sanity and life

If OPD Officers (including high ranking officers) participated in a cover-up of the information implicating other officers in unlawful sex trafficking activities, those officers should be prosecuted for obstruction of justice. Period.
