I would like to hear more about guap's mother, who is an OPD dispatcher, such as, how she managed to raise a sex worker, their current relationship, whether/how she used her position in the department to help her industrious daughter advance her "career," and, why she is not being investigated?

Leave it to Libby Schaaf to cover up such a sordid illegal mess. While Ms Schaaf preened herself for the cameras she proved to be a poor mayor and worse citizen lying about the exploitation by the police She should resign and be tried for colluding in this scandal. Then if convicted send her off to jail where she belongs. The DA needs to investigate this much more fully and not behind closed doors but in the light and include Kamala Harris' office that seemed woefully slow in responding or investigating. It is doubtful she will make a decent Senator and voters might want to keep her poor performance in mind when voting in the coming election.

One point that may be drawn from this, aside from the need for a massive police overhaul and punishment of crooked officers, is that we need to legalize prostitution. This is going to emerge as a social issue of our time, as we continue wasting public money arresting sex workers who, just like the persecuted weed smokers before them, aren't hurting anyone.

Prostitution is going to continue whether you like it or not. Legalizing and regulating prostitution, will protect vulnerable sex workers, remove violent pimps from the equation, and eliminate the dangerous power dynamic that these crooked cops used to exploit and manipulate this girl (and likely many others).

I am confident that this position will end up being on the right side of history, and it's only a matter of time.

All the involved officers should be fired if they broke the law.

Impossible to believe the "innocent" girl's mother was completely unaware of what was happening given the way rumors get about in the department.,.. Much of this happened while she was a minor... and the mother was being paid great compensation by the city... ($125,000 to $150,000 total comp for most OPD police dispatchers).
Seems everyone involved was on the city payroll in one form or another..

Even the "shocked" city council member "We are horrified, shocked and sickened at recent, additional revelations about abuse and misconduct within the Oakland Police Department," Oakland Councilmembers Annie Campbell Washington, Abel Guillen.

Guillen... so shocked... as is the public when they read and hear (KPIX) that he self gifted himself over $80,000 worth of free tickets to the Warriors and other Coliseum events... Shocked... simply shocked about this OPD scandal.

When one looks at all the players in the above mess, it would seem the city taxpayers were the main victims. Everyone else was keenly aware of what they were doing... everyone involved... everyone..

Now, if only we could get eyes on the issues that plague our city, like this story has managed to uncover (as it continues and unfolds). It's exactly things like this that take away the resources we need on the community concerns we consistently have. As someone who sits on several boards and volunteers my time on commission(s), this is a G.D. SHAME. The time we spend as citizens trying to clean up communities, we are CONSTANTLY TOLD "we don't have money for this OR we are trying to do this". THIS IS WHERE OUR TAXPAYER MONEY IS GOING? WTF? So when I chair our Beat NCPC next month, this question will be at the top of the list. I'm sorry this is happening at all and horrified that its sex with a minor and federally a crime, not just an embarrassment. Perhaps our Local/State/County and Federal representatives across politics and law enforcement can help us figure out why we have to read about this embarrassment, but can't seem to get traction on some of things they're to have oversight on.

People need to do their jobs and stop stealing money for the time they spend supposedly working but are creating news stories to embarrass the rest of us.

What I find so amazing is the depth to which the practice of sex for hire is accepted and apparently commonplace among the very agency that is entrusted to eradicate or at least minimize it. This article highlights just one woman while their are likely many. The OPD witnesses first hand the devestation of human trafficking but are obviously unmoved. This is a cultural flaw within the OPD. You would have to be ignorant not to think that this corrupt attitude didn't spill over into all other areas of enforcement like accuracy of reports, drugs and gangs. What a bummer.

An important bottom line to this story is that Oakland's administration is either dishonest or clueless, or both.

Thus there's no place for the buck to stop.

Thanks to the Express for this series and exposing this scandal, which the Judge & Monitor appear to have been investigating for at least several weeks.

The Officers being investigated so far appear to deserve that. At the same time is "friending" somebody on Facebook enough to merit being singled out for culpability? There's nothing illegal about that and guilt by association could implicate some people who are innocent.

If cops can get away with activities they would arrest US for, then it's time to make a citizen's arrest of THEM! And that means a trial in court, not an administrative leave or being allowed to resign with no penalty.

I would venture to say that this kind of thing happens all over the country in large metro areas, this is what has happened to the folks that we pay to protect us, they use their color of authority to prey/brutalize and in some cases kill innocent folks..... kinda makes you wonder who the real crooks are.

Shame on Mayor Shaaf for characterizing this widespread wrongdoing as “off-duty conduct.” On-duty cops were told by the young woman that she was a minor AND THEY DID NOTHING. The police chief was told AND DID NOTHING. A cop LEAKED information. So it's ok if he did it, maybe, while he was off-duty. A cop had sex with this young woman IN THE OPD PARKING LOT. Another had sex with her while AN OPD K-9 dog [that's taxpayer property] was in the back seat. Libby Shaaf is by far and away too trusting, naive, and gullible.

This sort of abuse is not uncommon. Young people often report that police officers engage in such behavior. Research demonstrates this, such as this excerpt on page 29:

"Many girls said that police sexual misconduct happens frequently while they are being
arrested or questioned. One journal respondent wrote “Girls recognize that they need advocates when dealing with these systems, whether it is from their peers, or a trusted adult.” Stories about police abuse outnumbered the stories of abuse by other systems by far."

This would potentially fit into the California definition of trafficking, so I am surprised not to see that word used.

I am having a hard time with all this astonishment and sudden disgust. OPD'S reputation has been the worst, for years, for good reason. And city government has allowed and abetted OPD's behavior in exchange for the abuse of nonwhite and low income and unruly protesting, not to enforce laws but to make the city comfy for developers and gentrified and upper crust.

The deal was made years ago. The power given to OPD fits right into what we already know--power corrupts, and absolute power corrupts absolutely. Anyone paying attention has seen what's going on, or is part of it.

Just stop the astonishment, nobody believes you.

Today, Sunday, Council Members Washington, Reid, and Guillen withdrew their counter proposal to the Gallo/Kalb adaptation of our strong Police Commission charter amendment proposal.

"We are horrified, shocked and sickened at recent, additional revelations about abuse and misconduct within the Oakland Police Department reported in the most recent East Bay Express article. It is further disturbing to learn that some supervising officers within OPD knew of these abuses and yet remained silent.

In light of such information, we will withdraw our proposed legislation from Tuesday's Public Safety Committee agenda and work with the entire City Council to develop holistic reform measures.

In the interests of strengthening police accountability and fostering public confidence in our community's police department, we will seek to pass a modified version of the proposal put forward by Councilmembers Gallo and Kalb.

The proof of the pudding will be in what modifications CM's Washington, Reid, and Guillen want.
