Tom - Don't forget that this is the first election after the Voting Rights Act was gutted earlier this year. There were almost 900 fewer polling places and a number of states with histories of voter suppression did their best to set up as many obstacles as possible. I imagine there were a lot of people who "can't" rather than "don't".

Agree used to be a peace officer and the unions have undermined the authority of these top brass in these departments... In 1980 when I worked as a peace officer ... we had no union and you could be on the street tomorrow unemployed... Unions have jeopardize the safety of citizens and have caused more deep pocket suits against local cities who desperately need these funds to improve education and other services badly needed in communities. Not anti - union but in this instance as it pertains to public safety.... Yes.

The Oakland Police department is no different from many others. Most Police Departments are dysfunctional and detached from the communities they serve not because of the Chief. Departments nationally are held captive by the history and culture of policing. It is the middle managers and command staff who teach departmental norms and defend the "Blue Line" at all cost. When a new Chief is hired, it is usually because of political pressure from the top. The invisible command staff and managers just smile and sit back as the new Chief explains how it will be different. Because they never buy in to the changes and because of unions, they can't be fired or disciplined. They stay under the radar as change fails and another Chief is fired.The Chiefs are the easy targets, but these other folks are where the structural problems reside. Until the new Chief can come in, clean house with authority and install new people, changes will be small and incremental. Every time there is a cop shooting, the first thing we see are Police union representatives defending the cop and vilifying the victim. These unions are out of control as they fight change attempts in city after city. Politicians need to reign in these unions, fold in more community involvement and give the Chief authority to make the structural moves necessary for real change.

Ms Kahn notes that my comments about Ms Cappio are misplaced. However, my comments were based on the facts related to her actions, not her qualifications on paper, intelligence or network of friends. Ms Kahn offers no response at all on the substance of my comments because she has none. The fact is that in both the E12 st parcel and the coal transfer issue at the Port, her qualifications and experience did not keep her from giving the Mayor and Council improper or illegal recommendations that were ultimately brought to light by the public. A true planning professional at her level should not always say yes to power, but should use his or her experience, professionalism and integrity along with a duty to evaluate the community needs to provide the best recommendations for the public good. Sometimes the answer to politicians is no. In a previous role at the City, Cappio's specific job description was to make sure that Mayor Brown's Measure K program was implemented, no matter what. That meant that everything Jerry wanted, Jerry got. How much experience and professionalism is required Vivian, to say yes to everything that comes through the door?

While the actions of CalSTRS are interesting, the leap from that to voting for Trump is tenuous.

This article implies that after the actions of CalSTRS, Relational and Timken resulted in the splitting of the family owned Timken into separate companies that somehow a "disaster" resulted. But TimkenSteel is still in Canton, still producing, and still part of the community. They had a couple of layoffs, in part because the downturn in oil drilling (yeah!) resulted in less demand, but I'd love to see some proof of the other effects. The NYT article is great, and two years old. Perhaps some fact checking on recent events is in order.

In fact Timken and some of its employees, like Trump, place blame on regulation and imports for their sluggish performance. I'd expect that antipathy towards trade agreements and regulation played a large role; CalSTRS role seems minimal.

'Riders'??? Gantt was never part of that group of lawless bandits. Never was he implicated or accused of anything CLOSE to what those criminals engaged in. OPD'sex next Chief needs to come from out of state. But he/she should spend several days reading and catching up on everything from decades past, all the way up to whatever scandal is going on when he/she is sworn in

This writer apparently has gone hook, line and sinker for the Mayor's PR campaign that choosing the right chief is the solution to Oakland's policing and public safety problems.

It's pure PR. It seems to be working because it is diverting attention from Oakland's real policing problems including improving public safety, ethics, police morale and community involvement. Community involvement with policing is not the same thing as an opinion survey.

Oakland's Police Department is entirely an appendage of city hall. City hall sets the goals, makes the policies and funds the activities of our police department. Our city hall is dominated by the same old pols who have devoted decades to maintaining the status quo, their time in office and almost nothing more.

If OPD is to change we need electeds in city hall who understand policing, comtemporary thinking about policing, the history of policing since the days of Robert Peel and, most of all, understand management and organizational change. PR alone won't do it.

I hope the city looks outside the police industry for a new leader. Continuing to draw from the police community means the new chief will have same cultural prejudice s that we are trying to weed out. We need new blood, new ideas and a new culture.
