The survey is, in itself, an approach to solving the problem of reforming or reorganizing OPD. A thoughtful writer might simply make the point that there could be (I would say should be) other approaches.

As you put it "Who would want the job?" Clearly the Oakland Mayor doesn't want the job of reforming or reorganizing OPD so she decides to pass the chore on to yet another chief. A chief who will come and go and thus there will be no change.

If you're implying that U.S. healthcare is expensive because of services used by undocumented immigrants, than you're incorrect.

The drivers of healthcare costs are many (http://www.pbs.org/newshour/rundown/health…) and the U.S. is more expensive than comparable OECD nations. But it's not because of undocumented immigrants or healthcare services like Medicaid.

This is nothing more than a perk that politicians can use to gain favor or strengthen relationships with people they want on their "team". Why don't they just call it what it is? To even assert that Larry Reid or anybody else spends his or her time at Oracle arena observing stadium operations is intellectually dishonest and downright absurd.

Unless I misunderstand, the writer is reporting on the results of a survey, not advocating any particular approach. What combination of Gandhi and Patton would you like to see here in this age of police militarization, hyper-surveillance, unaffordable housing and progressive/wealthy population that is currently in place in Oakland? This is a multi-layered issued; for instance, the Oakland police have been operating under court order for how many years now - 13 (http://www.mercurynews.com)?

Who would want the job?

Cat, the vast majority of Oaklanders are with you in your efforts, but disgusted by your passive attitude about collateral damage. I've seen anarchists injury innocent people. It's hard to reconcile empathy for the oppressed while making victims of innocent residents, business owners and their employees. There is a tsunami of voices building that wants the obstruction of downtown streets and destruction of property to come to an end. It's been going on for over SIX years. OPD reported over 180 protest events and record breaking overtime pay in 2015. Oaklanders overwhelmingly supported progressive measures and political leaders in our most recent election -we should not be injuring our local community.

@Rob Appeldorn: why would anyone protest in Oakland when Obama was elected? They celebrated. But white Republicans most definitely did violenty protest Obama in red states. They lynched Obama in effigy, they called him the "N****r president", they burned signs of him, some KKK people protested in their robes, NC State Univ. students spray-painting "Let's shoot that N****r in the head" and "Hang Obama by a noose." I guess you conveniently forgot their racist hatred, violence and property damage.

Typical of this reporter, he omits what the lawyer acknowledged, which was reported in another publication: the police action "might not merit actionable litigation." In other words, nothing illegal.

Ms. Brooks, you should have monitors. They should exclude people wearing masks, people who obviously have tools of violence on their person, etc. If you call a march, you are responsible for these common-sense measures.

If we are to protect the vulnerable that Trump has vowed to go after, we need to be able to peacefully protest without fear of police brutality. The mayor elect in Berkeley has been outspoken on Berkeley being a sanctuary city.

Mayor Libby Schaaf Which side are you on? And can you control your own police force, is this brutality at your instruction?

Our infrastructure is already crumbling due to lack of funds by the Feds. I don't think it's going to make that much of a difference. I'm all for sanctuary cities. It's the only way to fight back against the horror that the Trump administration is.

@Matt, thanks for your opinion, but your take on this seems bereft of both facts and context. if the Lake Merritt Area Specific Plan had any teeth, the community wouldn't have to fight for affordable housing. This deal is also significant because it adds something tangible to the city's proclamation of BAMBD as an arts district, establishing a model for cultural retail. The developer is also willing to direct the Public Art Fee towards projects which benefit the community. And D2's low-icome residents will benefit from project contributions aimed at anti-displacement and stabilization efforts. I dont know how one can spin this as a dirty deal, given that the Planning Commission didnt even consider community benefits, and approved the project initially with market-rate housing and no contribution to affordable units. So why is it "dirty" to get wins for the community which benefit its most vulnerable residents? You may want to rethink that perspective.
