Yeah butane hash is definitely sketchy to make and should not be done without extreme caution. There are a few decent videos on you tube. H20 bubble bags do work well (as was mentioned above). With the water bags you risk making a mess vs. blowing up your house:) Also you are using 100% unmodified ingredients which is always a positive. In our state a lab is permitted and regulated. You can see clearly that labs are important and extracting and isolating chemicals for proper dosage are simply the best way to treat a patient for a specific illness. If you need a hydrocarbon or any non polar solvent to extract out the oils and most if not all that can be used are flammable I would suspect that the terms chemical or flammable would not be proper in legal definitions. Fragrances, flavorings, essential oils, biofuel medicine homeopathic or allopathic are all extracted using various flammable solvents chemicals. Solvent meaning a liquid that can dissolve another liquid or solid.
It is very obvious that a permit that is regulated should be in force, not more laws that prohibit a solvent or chemical that would obviously be ignored or would push the manufacturing into a different maybe more dangerous, more toxic or less controllable direction. I was a cab driver for Oaklands Metro Cab back in 91, 92 and 93. Back then the strip was the destination of sailors from Alameda Naval Air Station, bars, card parlors and cheap motels. The prostitutes were very apparent on Sunday mornings while I delivered Little Old Ladies to their long-time churches. Some drivers had regular customers who were Johns and hookers. I took a few to their homes myself, sometimes the side trips would be to feed their drug habits. That area was border-line Oakland-Berkeley so cops did not cover it too well. After BPG cleaned up the property at their original site, their neighbors began to visually improve their appearance as well.

If you're going to blanket characterize a neighborhood, at least get it something close to right. I live about three blocks away from BPC and regularly walk home at night right past it. So I am puzzled by the description of the neighborhood involving "drug dealers and prostitutes" roaming the area at night. I hardly see any other people PERIOD, let alone "drug dealers and prostitutes" wandering about with impunity. And in the past two years I am fairly sure that I have never seen any sort of activity involving prostitution.
Oh, and the "decrepit foam factory" is actually a well-kept store that sells and restuffs furniture (I've bought a mattress cover from them). And the "salvage yard" is Ohmega Salvage, who are actually pretty high-end (I've met more than one San Franciscan who says they got their beautiful antique statuary, doors, or mantles from Ohmega). "Blighted," right.
After living in Oakland for 32 years and being a frequent customer at BPG I know for a fact that the neighborhood they were in was improved tremendously and any place they occupy will reap the benefits of their presence. BPG can hardly be held accountable for the well-known San Pablo Blvd. with all it`s prostitutes and drug problems.

It was the state of CA that forced the pollution cleanup on that site, a few years ago, not BPG. As far as BPG being a good neighbor, that remains to be proven. They've only been open since December 2012. As far as BPG contributing to the security of the area, where's the statistical proof to back up that flimsy claim?!
Here are the crime stats from December 1 - Feb 21 in the area that BPG is located. Looks to me like BPG isn't doing much to contribute to "security."

I totally agree that marijuana use should be treated as a health problem and not a crime. I do question some of your other statements, however.
It is not at all clear that marijuana use would increase under a system of legal regulated sale. You are making the assumption that it would, but the evidence we have suggests otherwise. You undoubtedly know that cannabis use is tolerated in the Netherlands; their rate of use is about half what ours is. As their minister of health explained it, "We've managed to make pot boring." Portugal decriminalized all drug use a few years ago...and saw rates of use drop. There is an obvious explanation. To buy a legal regulated product, e.g. alcohol, you need to be of age and prove it. To buy marijuana, or anything else the guy on the corner is selling, all you need money.
The health issues of marijuana are both considerably better understood and considerably less worrisome than you suggest. The government has funded studies of marijuana and health for years, feverishly trying to find something -- anything -- dangerous about using marijuana. There isn't much. About the only thing directly attributable to marijuana use is bronchial irritation. It can also be a colossal waste of time, but all indications are that physically it is far less dangerous than tobacco. Marijuana use does not cause cancer -- in fact, it may prevent some cancers.

Section 11358 "Every person who plants, cultivates, harvests, dries, or
processes any marijuana or any part thereof, except as otherwise
provided by law, shall be punished by imprisonment pursuant to
subdivision (h) of Section 1170 of the Penal Code."
215 patients are exempt from this section that this opinion is designating for other methods that are not butane. It basically states that butane extraction falls under Section 11379.6, making it illegal. And other methods fall under section 11358 which 215 are exempt. So no, people will not start getting arrested for making bubble hash as this opinion clearly just defined it under a law 215 holders are exempt.
