The landlords raised rent in accordance with allowable increases. From a cost perspective, the effect on the tenant's rent is the same whether they informed the tenant with the exact paperwork the rent board wants them to use or not. He didn't want the increases, saw an opportunity, and tried to extract payment from them. Once the tenant filed his case on the technicalities, they had no alternative but to protect themselves and get into the details of how the regulations all work. This would lead them to discover the possibility for exclusion from rent control, which they filed for and received from the Board. Had he simply asked them for the proper rent increase paperwork in the first place, he would most likely have gotten it. But he went adversarial, even though he was not being gouged. It is interesting that while this article explains the rent was not being raised more than it should have been, it still manages to portray the landlords in an unfavorable light. A bias in the premise, perhaps?

This is a clear reminder that there always is the BIG ONE just around the corner and we don't know when or where it is going to strike!

We have to be prepared and make sure to keep an earthquake kit in our home, car, and office. Water, Food, Good Shoes, and several hundred dollars cash are just a few essentials !! I put together my own kit years ago that I update once a year, throwing out expired items.

If you don't want to build a kit yourself, I recommend checking out this company Preppi. They make awesome earthquake kits with everything you need for 72-hours after a quake.

My father is 90, mother 85. They got a call from service champ master out of oakland ca. To clean their vents. They had told my mother and even myself it would be 40 dollars, no hidden charges. My mother called and said they had her write a check for 675 dollars. She wrote 4 checks before she even got it almost right. Then also signed them up for a 10 yr maintence agreement????
Be ware of this company.

You can't tell just looking at someone whether or not they have health issues.

I have neuropathy in my feet (due to back/disc problems) and can walk only because I take high doses of oxy. I would be in a wheelchair except that it would make my back problem worse. I use MM because it helps me reduce the amount of pharmaceuticals I require.

Don't be so quick to judge that guy standing at the counter...

Lets fight for "or any other condition for which marijuana provides relief", the final nine words in the qualifiying conditions which most enforcers choose to ignore. Giving the appropriate attention to those words in the law would open up cannabis use to a more appropriate universal application. It's safer and in many cases more effective than many of the "factory drugs" it would replace.

I'm not a Medical Professional, however, It sounds like Paroutaud was suffering some kind of medical ailment: Lyme, Rocky Mountain spotted fever, and other Spirochetes are likely candidates for this type of behavior so late in life.

The diagnosis of "Bi-Polar" disorder is a lazy idiots shortcut to thinking: BiPolar disorder is almost always presents with symptoms before age 25, and is hereditary, along with Schizophrenia: See DISC1, 2 Gene.
Note that other ailments can cause behavior such as this: Heavy Metal poisoning, malfunctioning thyroid etc. I imagine Kaiser is staffing only the best in cookie-cutter, McDonald's generic mental health treatment. S
eriously, they probably passed him onto mental health vendor to keep their metrics up. Shameful, and primitive.

While this article raises many serious and valid issues, it is disappointing and sad to see the CNA (I can't blame the article's author for being uneducated in the field of medicine) resort to so many outright lies, selective memory and such a remedial understanding of medicine in their attempt to prostitute this tragic story for their upcoming contract renegotiation. The ends don't always justify the means. Shame on the CNA!
