      <description><![CDATA[According to the Chron, Oakland has budgeted $16 million for police overtime this fiscal year. Unfortunately, the city has already burned through a third of that money, and it's only October. On Friday, the mayor and the City Council discussed ways to keep overtime costs from spiraling out of control while getting a handle on violent crime. "We have not seen the worst," Dellums told the Council. "We are in for even darker times here." City employees packed the joint with angry members and angry picket signs.

      <description><![CDATA[When we heard Lehman Brothers had folded, we had a bad feeling about whether the Oak Knoll housing development would go forward, since Lehman bankrolled the project. Sure enough, the developer SunCal Companies has stopped work on the plan to demolish the old Navy properties and build more than 900 homes on the East Oakland hills site. SunCal bought the surplus property for more than $100 million, but now doesn't have the cash to finish the job. (They did, however, have enough money to cut down all the trees before the cash ran out.) According to the Oakland Tribune, the project at Alameda Point, which SunCal is also overseeing, will continue, as that development is underwritten by different investors.... ]]></description>

      <description><![CDATA[Double phooey. Mother's Cookies, the Oakland company that has sold dessert treats for 92 years, will shut down forever on Monday. Managers cited the rising price of fuel and raw materials. According to the San Francisco Chronicle, the parent company filed for bankruptcy earlier this week. Of course, the parent company of that parent company is a private equity firm in Connecticut. Driver and Teamster member Frank Makely told the Chron that the firm bought the cookie manufacturer for a song, never spent money maintaining or keeping up equipment, and intended all along to sell whatever assets are left for a small profit, wiping out hundreds of jobs in the process. "The owners came in to get rid of us, to chew us up and spit us out," he says.

Unfortunately, the issue on the streets will be its last, as the paper merges its operations with the San Francisco Business Times. The paper will still have a ten-person staff in its East Bay Bureau and continue to publish its annual East Bay Book of Lists. But despite the chipper tone of this story, it's hard to imagine this as anything but a loss for the East Bay.

      <description><![CDATA[The Associated Press has a truly worthwhile piece on Don Perata's long-running feud with Governor Arnold Schwarzenegger. Perata, the story claims, has single-handedly stood in the way of the governor's attempt to remake California governance and carve a historic legacy for himself. The two have butted heads on health care reform, the budget, redistricting, water wars, education, and worker's compensation. According to the AP, Schwarzenegger was used to deploying his outsized charm and gettin' palsy with Democratic legislative leaders, but Perata almost immediately put him on notice that those days were over. "[Former Senate President] Burton and [Assembly Speaker Fabian] Nunez brought big personalities to the smoking tent erected outside Schwarzenegger's office, where the governor likes to broker deals," writes reporter Juliet Williams. "Perata is notoriously moody and vindictive, given to wearing Tony Soprano-like combinations of T-shirts under pinstriped suits."

      <description><![CDATA[The heat's coming down on Berkeley City College, as federal investigators are examining whether administrator Robert Vergas deliberately gave students extra financial aid in 2005-06, to the tune of $327,000. According to the Contra Costa Times, Vergas retired just before the Peralta Community College District was going to fire him, but he has denied any wrongdoing. An audit also revealed that the college made numerous mistakes in determining how much each student was to receive; of the 1,135 students receiving aid, 400 of them were giving either too much or too little.

      <description><![CDATA[Once the Oakland Unified School District's plan to close fifteen schools floated around town, parents around the city raised a hoop 'n a holler. Last night, before a packed house at Oakland Tech, the school board officially backed down. "It's simply not the case that we'll be closing schools on a big scale tonight or in the future," said Board President David Kakishiba, according to the Trib. Nonetheless, the district faces some serious financial problems. The state's budget crisis will mean more cutbacks from Sacramento, enrollment has dropped (and with it per-student state funds), and teachers and other district employees are past due for a raise.

Last week, the East Bay got a terrible taste of the Iraq war's human tragedy, when UC Berkeley senior and Iraq War veteran Elijah Warren fatally shot himself in his East Oakland home.       <description><![CDATA[Richmond Mayor Gayle McLaughlin is pushing a revamping of the way the city assesses business license fees that would bill Chevron's refinery $26.5 million a year, a sum that would boost Richmond's revenue by about 20 percent. According to the San Francisco Chronicle, the ballot measure would change the license fee from counting the number of employees to assessing the amount of raw materials processed by manufacturers, and since raw material is what the refinery is all about, that means a big spike for Chevron. A previous change, that applied to landlords and some small retail businesses, went down to defeat in 2006. Now, the new measure would restrict the change to manufacturers. The Chamber of Commerce is opposed to the plan, claiming that it would hinder new businesses from starting up.

According to the Hayward Daily Review, Energy Commissioner Jeffrey Byron, who is reviewing the proposal, has recommended scuttling the deal out of concerns that plumes of hot gas may interfere with planes approaching or leaving the Hayward Executive airport. Most of the time, the commission goes along with such recommendations.

      <description><![CDATA[Once again, Ron Dellums shows he'd rather use Oakland's money to throw himself a party than fix the city's desperate problems. According to Matier and Ross, the mayor announced severe cutbacks and layoffs to finance a $42 million deficit, including measures such as shutting down City Hall one day a week. Then he flew down to Florida, where he stayed at a swanky Palm Beach hotel for a mayor's conference and racked up $3,500 in bills. Then he charged it to the city of Oakland.
