.Tuesday Must Reads: Six Dead in Berkeley Balcony Collapse; High Court Upholds Affordable Housing Mandate

1. Six young people died — at least five of them Irish students — when a fourth-floor balcony collapsed during a 21st birthday party in Berkeley, NBC Bay Area reports. At least seven other people were also injured in the collapse and some of them have life-threatening injuries. The Irish students were in Berkeley to work and study for the summer. The Kittredge Street building — the Library Gardens Apartments — which is close to Berkeley High School, is owned by the Houston-based company Greystar.

2. The California Supreme Court unanimously upheld so-called “inclusionary zoning” laws that require developers to include affordable housing in their projects, the LA Times$ reports. The case concerned San Jose’s inclusionary zoning law, but applies to all such laws in the state. Developers had challenged the law and indicated that they may appeal to the US Supreme Court.

3. The state Legislature approved a budget that calls for increased spending on social-safety net programs, the SacBee$ reports. However, the budget likely will be overhauled because Governor Jerry Brown, a fiscal conservative, opposes some of the spending proposals by the Democrat-controlled legislature.

4. The Gap plans to close about 175 stores throughout North America in the next two years, and slash 250 jobs in San Francisco and New York, because of sluggish sales at the retailer’s brick-and-mortar outlets, the Chron reports.

5. And the cities of Oakland and San Francisco are preparing for the possibility of rioting by drunken fans tonight if the Golden State Warriors win the NBA championship, the Chron reports.
