The two Texas oil companies that are bankrolling Prop 23 also are two of the biggest polluters in California. Valero and Tesoro, which have pumped $4.5 million into the statewide ballot measure that would rollback California’s landmark climate-change law, operate two East Bay refineries that rank among the state’s worst polluters, the Associated Press reported, citing a new report by Ella Baker Center for Human Rights in Oakland.

The US Environmental Protection Agency rated Valero’s refinery in Benicia as the fourth worst polluter in California, while Tesoro’s Martinez refinery ranked eighth. The two oil companies have financed about 75 percent of the pro-Prop 23 campaign.
