Chevron to Appeal Judge's Ruling

Chevron says it will appeal a judge's ruling that stopped its huge refinery expansion in Richmond and put the entire project in doubt, according to the Chron. Chevron's decision to appeal is not surprising, because the judge's ruling, if it stands, will force the oil giant to get its expansion plan reapproved by the Richmond City Council, which is far from certain. That's because Chevron no longer controls a majority of the council.

At minimum, the new council majority - which believes that Chevron has gotten a free ride in Richmond for too long, polluting the city without providing sufficient benefits - will demand that the oil giant drop its legal challenge to a new corporate tax that voters approved last November and provide guarantees that its expansion will not result in more pollution.
