Oakland City Councilwoman Jean Quan appears to be serious about mounting a run for mayor next year, telling the Trib that she's "actively pursuing it." Quan added that she is planning on having 100 house parties and is attempting to build a grassroots effort. Quan also was right to question ex-state Senator Don Perata's commitment to campaign finance restraint. Perata has said he won't take donations of more than $100 and will voluntarily accept the city's campaign finance limits. But Perata, as Quan correctly notes, has a long history of tapping "independent" political committees that have no restrictions on the amount of money they can raise and spend on him. And there is no reason to think that next year will be any different.
